The challenge
The development of the first partial development plan (PAP) under the new Luxembourgish “Pacte Logement 2.0" Act placed particular demands on project coordination. With 215 planned residential units, including 37 affordable apartments (15%), the project required complex coordination between multiple stakeholders and compliance with strict legal requirements.
Our solution
Drees & Sommer Luxembourg as project manager:
- Assumption of overall coordination between property owners and planning participants
- Coordination between firm BFF architectes (architecture), Schröder & Associés S.A. (engineering) and IDES sàrl (energy consultant)
- Development of a sustainable district concept with high urban planning quality
